Update of Volunteer Information March 21, 2022

I received the below from Dr. Johnson regarding the updated masking requirements during isolation and quarantine for volunteers.  As was mentioned previously, this applies to volunteers that are volunteering during school hours.

I also want to clarify that your volunteers do not have to be Tier 1 volunteers to help in the classroom as long as they are supervised by a teacher.  If they are working with students and are not being supervised by a teacher then they would need to have their Tier 1 clearance.  I understand there is a cost for the fingerprinting and not all volunteers are able to cover the cost, unfortunately the district does not have means to waive or cover the costs.  So before your volunteers go for their Tier 1 clearance, please make sure they know what their teacher needs them to help with.  As a side note, Tier 1 clearance is a good thing to have for class field trips.

VOLUNTEER CalOSHA UPDATE
Since the California Department of Public Health views volunteers as employees, the new CalOSHA guidance applies to volunteers as well.

The Orange County Healthcare Agency (OCHCA) recently clarified California Occupational Safety and Health Administration (CalOSHA) guidance on masking and how it relates to the California Department of Public Health’s March 12, 2022, masking update that changed the mask requirement in schools from required to strongly recommended for students and staff.

Prior to March 12, 2022, ALL employees had to remain masked on school sites. Now, with the change in masking guidance by CDPH, CalOSHA has clarified requirements for all employees regarding masking requirements during isolation and quarantine. The What Employers and Workers Need to Know About COVID-19 Isolation and Quarantine document from CalOSHA clarifies masking requirements for fully vaccinated, up-to-date vaccinated and unvaccinated  employees.

The following are key highlights from the document (linked above). Please review the document for complete CalOSHA guidance if you test positive COVID-19 or are exposed. For additional CalOSHA information, please click here.

Key Highlights of the CalOSHA guidance:

·       This guidance does NOT apply to students and only applies to employees.

·       COVID Positive Employees:

·       Employees who test positive must wear a face covering around others at work for a total of 10 days after the positive test.

·       Close Contact Employees (exposed to someone with COVID-19):

·       Unvaccinated workers exposed to someone with COVID-19:

o   Must wear a face covering around others at work for 10 days after exposure.

o   Must be excluded from the workplace for 5 days after the close contact and take a test on day 5.

o   If the worker develops symptoms, they must be excluded pending a test result.

·       Booster-eligible, but not boosted workers exposed to someone with COVID-19:

o   Do not need to be excluded from work if asymptomatic, but must have a negative test 3-5 days after close contact.

o   Must wear a face covering around others at work for 10 days after exposure.

o   If the worker develops symptoms, they must be excluded pending a test result.

·       Workers who received a booster, or are fully vaccinated but not yet booster-eligible:

o   Do not need to be excluded from work if asymptomatic, but must take a test on day 5 after exposure.

o   Must wear a face covering around others at work for 10 days after exposure.

o   If they develop symptoms, the worker must be excluded from the workplace pending a test result.
